Dog wants to play my new kitten...?

Ignore your dog while he is whining, that's all you can do. If you get him out you will be rewarding him for his bad behavior. If I were you I would buy a cat cage for your kitten to keep him safe when you can't watch him. Other then that I would keep them apart until the kitten is big enough to handle the dog.
