Sold car with street cleaning violations. Still liable to pay?

I sold my car to someone. There was never a release of liability so it was like it never happened. A month gos by and he got 3 parking tickets (street cleaning service & the payment must be made payable to CITY OF LOS ANGELES). They decided they don't want the car so they gave it back. I sold my car again but I still have the three parking tickets. Do I have to pay the tickets? I don't own the car anymore and I don't live in L.A. either (still in California). There's no way that the person that really should pay the tickets will pay them. Will they still show up in my name when I get another car?
